About the role

Program Integration & Execution Lead Clearance Required: Active Top Secret   Make Mission Execution Happen Are you the person who can look across a complex program, connect the dots, identify what could derail execution, and drive teams toward results? Leidos is seeking a Program Integration & Execution Lead to support the C5ISR Center Cyber Security Service Provider (CSSP)—a mission-critical defensive cyber operations organization protecting complex enterprise environments 24x7x365. The CSSP delivers continuous monitoring, threat detection, incident response, vulnerability management, and other critical cybersecurity capabilities. Behind those operations is a highly interconnected program involving technical teams, operations, engineering, business functions, leadership, and customer stakeholders. That is where you come in. As the Program Integration & Execution Lead, you will create and manage the integrated execution framework that keeps the entire program aligned. You will connect priorities, schedules, resources, dependencies, risks, decisions, commitments, and performance into one clear Program Operating Picture. This is not simply a scheduling or status-reporting position. You will have the visibility and responsibility to determine whether plans are executable, commitments are realistic, dependencies are understood, resources are aligned, and corrective actions are actually solving problems. You will serve as a trusted execution partner to the Program Manager, Operations Manager, Chief Engineer, Quality Engineer, technical leads, functional leaders, and customer stakeholders.   What You'll Own Establish, maintain, and continuously improve the Program Operating Picture, creating an authoritative enterprise view of program execution. Own and maintain the program-level Integrated Master Schedule (IMS). Ensure schedules accurately reflect priorities, dependencies, capacity, risks, milestones, and credible delivery dates. Integrate major workstreams, customer commitments, milestones, risks, issues, decisions, actions, and deliverables across functional teams. Maintain an enterprise-level view showing what is being delivered, who owns it, when it is due, and what could impact delivery. Establish program-level planning, prioritization, intake, and deconfliction processes.   You won't just track work—you'll help make sure it gets done. Evaluate new commitments against priorities, resource capacity, dependencies, readiness, and competing work before delivery dates are established. Identify schedule conflicts, resource contention, dependency risks, decision delays, and execution gaps before they become mission-impacting problems. Drive issues and actions to closure through clearly defined ownership, deadlines, escalation criteria, and objective evidence. Maintain traceability between customer commitments, program priorities, execution plans, responsible owners, and final closure. Readiness, Quality & Process Improvement Establish practical program-level processes for planning, handoffs, escalation, readiness, quality assurance, action management, and closure. Conduct execution reviews to determine whether processes are working as intended and teams are delivering against expectations. Develop readiness and stage-gate criteria for major capabilities, projects, transitions, releases, and complex operational changes. Verify that capabilities are operationally ready—not simply technically complete. Partner with Quality Engineering to identify recurring process failures, missed handoffs, aging issues, and accountability gaps. Lead or support root-cause analysis and corrective-action efforts that address underlying problems rather than simply closing administrative actions. Metrics, Analytics & Executive Visibility Turn complex program data into information leaders can act on. Develop and track meaningful Key Performance Indicators (KPIs) covering: Schedule performance Commitment performance Aging actions Dependency resolution BacklogWorkload and capacityRisks and decisions Operational readiness Closure effectiveness Build and maintain dashboards and executive reporting using tools such as Power BI, Excel, Jira, Salesforce, Microsoft Project, Primavera, ServiceNow, or comparable enterprise platforms. Facilitate program execution reviews focused on decisions, risks, blockers, priorities, and actions—not status reporting for the sake of status reporting. Provide leadership with data-driven recommendations regarding priorities, resource tradeoffs, schedule commitments, escalation, and corrective actions. Connect Engineering, Operations & Program Leadership Partner with the Chief Engineer to integrate engineering milestones, technical dependencies, architecture decisions, technical risks, and readiness criteria into the overall program plan. Work with Operations and functional leaders to evaluate workload, resource capacity, execution constraints, and key-person dependencies. Coordinate execution across multiple technical and functional organizations. Reinforce a culture of proactive ownership, disciplined execution, measurable accountability, and continuous improvement. What You'll Bring Significant experience in program management, program integration, portfolio management, operations management, program controls, or complex technical delivery. Demonstrated experience leading teams. Demonstrated experience managing integrated schedules, cross-functional dependencies, risks, issues, actions, commitments, and program-level execution. Strong experience developing and maintaining an Integrated Master Schedule (IMS) or comparable enterprise planning construct. Ability to integrate technical, operational, business, and customer activities into a single executable program plan. Experience developing dashboards, executive reporting, and management operating views for complex programs. Strong proficiency with tools such as Microsoft Project, Primavera, Excel, Power BI, Jira, Salesforce, ServiceNow, or similar scheduling, workflow, reporting, and analytical platforms. Experience developing SOPs, governance processes, workflows, readiness criteria, and accountability mechanisms. Experience with root-cause analysis, corrective-action management, process improvement, and execution assurance. Ability to use objective data to challenge unrealistic schedules, unsupported commitments, incomplete plans, and unclear ownership. Strong analytical skills with experience using schedule, workload, operational, and performance data to support leadership decisions. Experience coordinating work across multiple technical and functional organizations. Strong communication skills with the ability to work effectively with technical teams, senior leadership, and government/customer stakeholders. Excellent organization, follow-through, critical thinking, and problem-solving skills. Ability to succeed with limited direction in a fast-paced, high-visibility environment with competing priorities. Bachelor's degree in Business, Engineering, Information Technology, Program Management, Operations, and 15+ years of prior relevant experience or Masters with 13+ years of prior relevant experience.. Additional relevant experience may be substituted for degree requirements consistent with company policy. Active Top Secret security clearance. Professional certification such as PMP, PMI-SP, PgMP, Lean Six Sigma, SAFe, or a related certification. Preferred Qualifications We're especially interested in candidates who bring experience with: Large Department of Defense, Intelligence Community, cybersecurity, IT, or mission operations programs. Advanced Power BI dashboard and executive reporting development. Complex Integrated Master Schedules, including critical-path and schedule-risk analysis. Jira, Salesforce, ServiceNow, Microsoft Project, Primavera, or similar enterprise work-management platforms. Establishing or operating an enterprise PMO or Program Integration Office. Operational assurance, quality management, readiness reviews, audits, or compliance-driven environments. Capacity planning, workforce/workload analysis, resource forecasting, and portfolio prioritization. Agile, DevSecOps, cybersecurity operations, cloud, infrastructure, or enterprise IT environments. Developing RACI models, decision-right frameworks, escalation models, and cross-team operating processes. Translating large amounts of program data into simple executive-level insights and actionable decisions.   Why This Role Matters This position sits at the intersection of strategy and execution. You'll have visibility across the program and help leadership answer the questions that matter: Are we working on the right priorities? Can we realistically deliver what we've committed to? Where are the dependencies and risks? What decisions need to be made now? Are we truly ready to execute? Did the corrective action actually solve the problem?
