Who You Are As Senior Manager, Third-Party Data Governance, you will build and lead the program that governs the data Inovalon licenses from external suppliers. Sitting within the governance function of Enterprise Data Strategy, you will start as a player-coach, building the program hands-on while growing a dedicated team. Your work turns complex data rights into practical controls, keeping Inovalon compliant and audit-ready across commercial, government, joint venture, and partnership engagements. What You’ll Do - Build, lead, and develop a team of third-party data governance professionals who support business units across the enterprise - Set the program’s vision and processes, extending the registry initiative into a centralized inventory of inbound and outbound third-party data assets, including source, sensitivity, ownership, and contractual terms - Translate license, data use, and business associate agreements into Inovalon’s data rights management solution, covering permitted use, field restrictions, sublicensing, audit rights, and AI and model development use - Partner with Legal, Privacy, and Procurement on data use terms during negotiation, track renewals, and drive access revocation and data disposition when rights expire - Govern third-party data intake and release to clients and partners in line with contractual rights, de-identification standards, and minimum necessary requirements - Monitor usage against licensed allowances and maintain the controls and documentation that support internal, client, and regulatory audits - Assess acquisitions and renewals for provenance, licensing authority, and downstream obligations, flagging overlapping demand across business units to strengthen pricing and rights negotiations - Define and report KPIs that measure the program’s effectiveness and maturity What You’ll Need - 10+ years in healthcare data, data governance, data licensing, privacy, compliance, contracting, or a related discipline, including 3+ years of people leadership - Bachelor’s degree in health informatics, information systems, computer science, healthcare administration, or a related field, or equivalent combination of education and experience required. - Proven experience building a governance or compliance program and the team behind it - Experience operationalizing data license, data use, and business associate agreements into controls and processes - Deep knowledge of HIPAA, de-identification standards, and healthcare data regulations - Familiarity with claims, clinical/EHR, lab, eligibility, and real-world data - Ability to work East Coast hours - Picks up new contract structures, data partnerships, and regulations quickly as the program’s scope grows - Develops analysts into confident practitioners while building trust with Legal, Privacy, Procurement, and business leaders - Shifts between hands-on program work and team leadership as priorities change, keeping outcomes in focus - Designs practical controls that protect data rights without slowing the business - Uses contract terms, usage data, and KPIs to spot gaps, quantify risk, and back decisions with evidence Nice to have - CIPP/US, CIPM, CDMP, CHPS, or similar certification - Master’s degree or JD - Experience with OpenMetadata or Power BI Our Shared Commitments - Maintain compliance with Inovalon’s policies, procedures and mission statement; - Adhere to all confidentiality and HIPAA requirements as outlined within Inovalon’s Operating Policies and Procedures in all ways and at all times with respect to any aspect of the data handled or services rendered in the undertaking of the position; and - Fulfill those responsibilities and/or duties that may be reasonably provided by Inovalon for the purpose of achieving operational and financial success of Employer. Work Environment - This is primarily a computer-based role performed in a remote, hybrid, or office environment. The role requires prolonged periods of computer use and frequent communication and interaction with others, either virtually and/or in person. The role may occasionally require transporting or moving work-related equipment weighing up to 10 pounds, such as a laptop and related materials. Some travel may be required, depending on the needs of the role.
